MAJOR DUTIES:
This position is located in the Office of the Associate Director for Human Capital of the U.S. Geological Survey located in Reston, VA.

The incumbent of this position is responsible for bureau-level organization, coordination, and facilitation of USGS activities involving American Indian and Alaska Native Tribal governments. This includes developing bureauwide policies, coordinating bureau activities, government-to-government communication with American Indian and Alaska Native governments, Tribal organizations, the Department of the Interior (DOI) and other Federal agencies, and formulating an annual budget for American Indian activities and preparing other documents.

Exercises leadership in implementing the Indian Self-Determination and Education Assistance Act, its amendments (particularly the Indian Self-Governance Act of 1994), and other relevant legal guidance, as they pertain to USGS.

Presents USGS programs, activities, and positions to external entities at formal and informal meetings and in self-initiated and responsive correspondence.

Facilitates communication between Tribal government and USGS representatives through site visits, telephone, oral and written communications.

Chairs a coordinating team of Tribal liaisons in all regions, areas, and disciplines for the USGS to involve management officials in Tribal interests.

Serves as the definitive bureau resource regarding the trust relationship between the USGS and Tribal governments. Is sensitive to Indian concerns and perceptions concerning the Federal Government, DOI, and particularly the USGS.

Exercises leadership in developing and managing an annual budget, in cooperation with USGS Tribal Liaison team.

Seeks cooperative opportunities between USGS and Tribal governments to broaden and strengthen the community of cooperators and to enhance the federal trust relationship with American Indians and Alaska Natives.
